National Diploma in Quantity Surveying (NDQS) Distance Learning INAUGURAL SESSION ON 23RD JUNE 2007 AT DUBAI

Education Committee of NDQS Distance Learning Programme – Dubai
The 3rd Annual general meeting of the Association of Practicing Quantity Surveyors & Estimators – Sri Lanka was held on 22nd September 2006 at the Auditorium of the Centre for Housing, Planning and Buildings (CHPB), No. 33, Sunil Mawatha, Pelawatta, Battaramulla followed by a Continuing Professional Development activity.
The President, APQSE-SL addressing the AGM announced the formation of the UAE Group of the Association in April 2006. A sub committee has been formed to scrutinise the UAE applications and Mr. D A H Gunarathne has been appointed as the Chairman of the Committee. He further stated that the oversees membership has been increased 110 with about 75 from UAE, 30 from Qatar and others from Oman and Kuwait and the formation of the Qatar Group is under review.
The President announced the lounging of the web site of the Association recently and the appointment of a clerk to the Association. The cost of maintaining the web site and the salaries the clerk will be borne by the UAE Group.
Dr. M. Haris Z. Deen, Ph.D., MBA, B.Sc., FRICS, ACI Arb. (Retd.) conducted the seminar on Professional Awareness for Constructional professionals. At the end of the programme Dr. Haris Deen was awarded a Fellowship of the Association on appreciation of the serviced rendered by him to the Quantity Surveying profession. The Senior Vice President thanked Dr. Haris Deen on behalf of the Association for the presentation and taking trouble to come all the way from Qatar. Dr. Haris Deen addressing the audience appreciated the services rendering by the Association to his members as well as the community and agreed to give his fullest support to the Association.

As agreed by the Association of Practicing Quantity Surveyors & Estimators- Sri Lanka, to provide the technical and administrative support for formation and smooth functioning activities in UAE, The first gathering meeting held on 6th April 2006 at Al Futthiam Training Centre, Rashidiya. This was the first time in UAE such a mega Event organized by a Sri Lankan association to promote their country men in their field and approximately one hundred and ten Sri Lankan Quantity Surveyors and Estimators participated for the event.
The Association of Practicing Quantity Surveyors & Estimators – Sri Lanka (APQSE-SL) is a self governing professional institution, Incorporated under the Companies Act. No 17 of 1982, Licensed in pursuance of Section 21 of the Act. And Registered under N (A) 976 on 2nd May 2002, is essentially concerned with the status and education of Practicing Quantity Surveyors & Estimators, their professional competence, talent and to promote them as Professionals in the Construction Industry.
APQSE-SL is on its way to embark on a fresh campaign to promote the role of the QS and Estimators within the building team, to a more acceptable level in Sri Lanka and would require the support of all Sri Lankan QSs & Estimators in this difficult task. In the first instance, the Association needs to be strong in members and funds, if this is to be completed successfully.
Mr. P.B.G. Wickramasinghe President of APQSE, participated as the representative from the parent association of Sri Lanka as a response to the request made by the APQSE’s steering committee in UAE. In his inaugural speech he was explained the association’s Primary objects, Anciliary Powers, Membership Routes, Proffessional Competency Requirements, current status of the association and several other activities which were taken for the advancement of the profession. Also Mr. Wickramasinge has appointed Mr. D.A.H.Gunaratne as The APQSE’s Liaison officer in United Arab Emirates region to organize and perform association’s activities.

Mr. Dhammika T. Gamage , ex- committee member of SLQS-UAE, delivered a message related to the importance of participation for all all activities which are organizing by professional bodies for better practice for the advancement of the profession.
Mr. Wasantha Senaratne, ex- committee member of SLQS- UAE expressed his views and raised clarifications related to APQSE’s recognition in Sri Lanka and Overseas at the question time and he wished all success to APQSE.

Certificates were awarded for those who have completed membership requirements
A committee was appointed consist with 12 members and, then decided to request from SLQS-UAE to nominate two committee members to the APQSESL- UAE committee for further coordination.
